This web page lists which devices expose usable camera modes via DirectShow and those which make problems.
Since Windows Mobile 2005 all devices should expose their camera data via DirectShow to software developers.
Many devices provide their camera data only at lower quality than the camera can actually do.
In practice this means that the built-in camera application (which usually uses a propriatory API) takes full potential of the camera while software developers can only use those modes that are available via DirectShow.
Some of the reported problems might be solved with later ROM images. Our experience is though that once there are bugs in final ROMs then these are usually not solved lateron anymore.
Please notice that we can not take responsibility for wrong or outdated information on this webpage.
For each camera we give details on problems we noticed and provide a raw sample image grabbed from the DirectShow capture pin.
We suggest using IrfanView to view those RAW images: For YUV12, set the raw import to use 8-bit grayscale (YUV12 starts with a full res grayscane image). For RGB565, set the RAW import to 16-bit with 5-6-5.

To allow everybody to test their own (Windows Mobile 5 & 6) camera phones, we've created a small test utility "CamTest2", which can be downloaded from here.
UPDATE: The new version 2 (uploaded on 2010-01-07) uses a completely new DirectShow engine, supports touch-screen only devices and has many new features. Try it!
The ZIP file contains a .CAB file which can be installed directly from the phone.
Please follow the manual (readme.html) to understand the usage of the application.

The table below lists experiences made with various devices. Most phones were tested by ourselves, while some reports have been sent in by people using our CamTest tool.
